October 1996 – December 1999: Systems Test Evaluation, Inc. (d.b.a. STE) Huntsville, AL Senior Analyst I was a Senior Analyst in support of the US Army’s Cargo Helicopter Program Manger Test and Evaluation program. I drafted, coordinated and published the Test and Evaluation Master Plan (TEMP) for the Improved Cargo Helicopter. In addition, I was assigned to perform operations and support cost studies and analysis as well as the analysis, implementation, and documentation of a readiness assessment database for the Kiowa Warrior.
May 1988 -- October 1996: DCS Corporation Alexandria, VA and St. Louis, MO Senior Analyst I was a Senior Analyst in support of engineering, test, program planning and coordination efforts. Specific programs worked include: program management and test planning support for Longbow and other Apache Attack Helicopter programs, software test and evaluation planning for the Patriot Air Defense Missile System, integration of the Airborne Target Handover System (ATHS) in Army helicopters, and a technology assessment study investigating characteristics and technologies for the Army's Future Air Attack Vehicle (FAAV). For this study, I developed an innovative operations research methodology for the investigation of complex relationships between user requirements and candidate technologies.
August 1984 -- May 1988: U.S. Army Operational Test and Evaluation Agency Aviation Test Branch Chief and Senior Analyst Alexandria, VA As Chief of the Aviation Test Branch, Aviation Systems Evaluation Division, U.S. Army OTEA, I planned and executed the Army Aerial Scout Test (AAST). This test measured the performance and survivability of six different helicopter types in the aeroscout role to include the AH-64A Apache. DOD credited the results of this effort with saving the Army Helicopter Improvement Program from cancellation. Keys to success were the automation of the data management processes and the effective integration of real time human player input with various weapon systems and simulated engagement data.
August 1980 -- August 1984: U.S. Army Field Artillery Center Deputy Director of Combat Developments Ft. Sill, OK I served as Deputy Director for the Combat Development Directorate and Chief of the Systems Branch, Materiel Division. While in these capacities I taught Principles of Materiel Acquisition, Field Artillery Tactics and Logistics to newly assigned action officers. I also developed a methodology for prioritization of fire support requirements in the Army's first comprehensive Mission Area Analysis and coordinated the Army's first practical demonstration of target acquisition systems integration. I managed the development of fire support requirements for Reliability, Availability and Maintainability (RAM) for the numerous systems, procured the Field Artillery Center's first stand-alone ADP system for RAM analysis, and established procedures for software integration and configuration management.
June 1966 -- August 1980: U.S. Army Various locations worldwide I served in various command and staff assignments at company and field grade levels as a Field Artilleryman, Logistician, Combat Developer, and Senior Aviator. |
